Do you have a budget? If so, there's this tool I've worked with called Sonix that generates transcripts of what you feed into it. It's not super accurate, but it's good enough. It's broken at the moment due to the update that killed the Alternate Player but Streamlink should be a good solution, it's active so it should be fixed soon and uses VLC or other compatible media players and Chatterino or Chatty for chat. Source: about 1 year ago
If you're okay with command-line interfaces, I find Streamlink is very good for this - I've never had to wait for any ad breaks when using it (but I almost never use it since I primarily use Twitch on mobile) so YMMV. Source: about 1 year ago
