    Lower the texture size/resolution & get your pixels on. The textures... They look like at least 1024 or 512, yeah? If it's not 512x512-ish, try shrinking to that. If it is, then go lower, like 256x256. You want your PSX textures to have some "crunch" to them. I'd probably hit the texture with a sharpen filter in an image editor too.     I got Aseprite on Steam when it was on sale and it can export PNGs that should work. Also found https://orama-interactive.itch.io/pixelorama. I'm a big fan of GIMP in general but specialized tools can be more approachable and make common tasks easier.
