Sketchbook is the only other drawing software I use, but it also has this issue just moving it around on my desktop, OneNote, every other windows application, and also on any microsoft edge webpage. The recommendation for Logos is a good one, but take a look at Accordance as well. I find it runs a bit better and prefer it for Bible study and working with the original languages, but Logos is very capable and has a wider range of resources available.
