Alternatively you can try ShareX or Greenshot. While they actually offer uploading features, you can turn them off completely. Alternatively ShareX and Greenshot are very powerful screenshot tools. For lightweight recording, there is the abandoned Captura, but should still work for now. For advanced screen recording, there is OBS. - they are all opensource btw, I do not suggest any paid-ware. That doesnt mean there isnt any good paid-ware that could compete with what I suggested.
