Fundamentally, "dev" and "ops" require different skillsets. Dev experience does not translate to ops. An experienced "ops" might be able to rootcause an issue by pattern matching its markers to previous experience. However, it's not unreasonable to expect a third year undergraduate studying a finance course which implements excel to be able to work out how to separate data in to relevant chunks.
