Fundamentally, "dev" and "ops" require different skillsets. Dev experience does not translate to ops. An experienced "ops" might be able to rootcause an issue by pattern matching its markers to previous experience. I remember back in the VB6 days experts-exchange.com was full of questions like, "how do I put 2.5 million rows in a listview quickly?" and the answer, of course, is "you don't; nobody is going to scroll through 2.5 million rows.".
