Settlers VI is functional under Linux using WINE, but I expect Photon would work better. As for Adobe software, which bits do you need? Krita covers Photoshop and Illustrator in one, and we use Saola Animate for our Flash replacement at my digital signage company, which can work under WINE perfectly well, or in a VM. At this stage your main goal should be to prototype it and test it with people to validate the idea. Or at the very least have something people can look at and respond to. Don’t worry about building a coded and working version yet. Start with a clickable prototype which can be built using design tools.
