Unless Mullvad can be installed and started as a service, you'd need windows to login. I use Linux so I'm not 100% sure if Mullvad has an 'install as service' option for windows or not, but a quick google search looks like it's unlikely. I am using Windows Service Wrapper to convert some net programs (tor, frp, etc.) into autostart background services. It seems I can choose which user to use when launch these custom services.
