Good question. I hadn't noticed it until you mentioned it. I also use Edge with CrxMouse Chrome™ Gestures these days though. I know you might not want to use this route since Vivaldi supports gestures natively but you cold disable that and add Crx and it then works in PWA use cases as well. Source: over 2 years ago
