  I know that at Linkedin you can post a job ad for free but the quality is pathetic. I recieved 900 applications in 1 hour and none of them was worth interviewing. I've also checked sites such as https://remoteok.com but they're charging ~500$ just to post a job which is an expenditure that at this stage I can't afford, specially because it doesn't guarantee anything.On a side note, something that really triggered...   Maybe try Bitsbox? It teaches Javascript by making games. They can share the games with their friends, and it also leaves a lot of room for them to modify the games using what they learned. It teaches a lot of programming skills that are useful later. There is also Google's CS First, that's free and has a lot of different projects.
