In the bottom left of the Steam client click on "Add game" -> "Add Non-Steam game". Search the list for your preferred browser, select it and click on "Add selected applications". Right-click the entry for your browser in your library, click on "Properties". I use Lightroom, I think Adobe Bridge can do a lot of the work also. If you just want facetagging in the most compatible format, tagthatcan do that, but it isn't a photo organization tool. Someone mentioned DigiKam, that also works and uses the standard format. The UI takes some getting used to, but it is free. Source: about 3 years ago
