    Yeah things like this exist. I have such a program on my computer for finding the best match for a given image, it uses the image to see if I have images that look similar to it (it displays a percent match of how close the provided image is to images on the system). The app I'm using is called imgSeek : https://sourceforge.net/projects/imgseek/. Source: about 3 years ago
