  This seems quite similar to RawGraphs: https://rawgraphs.io/ Both seem to provide a similar interface for dragging in a CSV file and constructing a chart, but RawGraphs is open-source, and can be used in the browser without installing anything (or the code can be downloaded and served locally).   I used GIMP (https://www.gimp.org) and Dia Diagram Editor (http://dia-installer.de) I can't say I was very happy with either for what I was doing (laying out mount points for solar panels) FreeCAD (https://www.freecad.org) looks like a good option as does Inkscape but I believe it has a high learning curve.
