Process Lasso could possibly do something, I won't go into too much detail but inside Process Lasso select Halo Infinite's executable and force high priority on CPU and I/O as well as tick "Exclude from Pro-balance" and in "More" Disable Idlesaver. Alternatively you can use Process Explorer which is practically a beefed up Task Manager. My first thought is that it seems like there may be crypto-mining on that server eating all the CPU. If you have the ability, try to download Process Explorer from Microsoft. It's like Task Manager but gives more info. It's possible Process Explorer might be able to show you more of what's going on with your server without admin privileges than Task Manager.
