Before they were acquired by Kofax , we signed up with printix.net. Pricing is per user/per month and very cheap. We tested them 9 ways to Sunday , we had issues , but primarily because we did not RTFM. There is the german project particify. But that is rather ment for feedback and questions while a lecture is going on. It is used by quite a number of universities in Germany and Austria. Unfortunately at the moment it is all in german. But possibly they are working on an englisch version. Should' nt be too hard. It's Open Source, you could customize it. Https://particify.de/.
