Https://porteus-kiosk.org/ will do everything you need. Chrome or Firefox browser, handles PDF's fine, can be locked down as much as you want and can be completely customized. Resource Central nonprofit that helps with water wise native gardens. I’ve done a couple of their garden in a box, but they can sell out quickly. Even when they do, they have the plant listings for each one. I’m not sure if they still have PDFs of sample layouts for free, but got them with my order and found several samples a few years ago.
