  I have used planning poker at Boeing, Disney and Liberty Mutual. I am not sure how you would get team understanding of the issues without a tool like planning poker. I use planningpoker.com because the team members don't have to make an account to us it. When asked, the teams all have liked it. Source: over 2 years ago

• Do you use an additional tool aside from JIRA?

  Admittedly, this is an issue with organization and can be solved with thorough cleanups, but I suspect that may disrupt the usual flow of non-PM people more. I am thinking of using a separate tool like craft.io or productboard.com to highlight strategies, roadmaps, cross-team initiatives, discoveries, etc. With a possible link to JIRA somehow.
