All you can do is rule out your own equipment. It sounds like a connectivity problem though if your internet is dropping lately. I'd recommend setting up a ping check on your laptop (you can use EMCO or just the inbuilt command line tool on your laptop) - See if your internet (or network) drops out or if your latency (ping response time) fluctuates at the same time as you have Twitch issues on your PS5. Rn, I'm working on ditching Microsoft's spyware OS for good. I'm amazed how when I run TCPView, the system is silent on the network; Windows 10 talks to every Tom, Dick and Harry. Most open-source apps on my Linux system (OnlyOffice --> better MS Office compatibility for school, GIMP, Kdenlive) are also silent too. The only one I found chattering was VS Code lol.
