All you can do is rule out your own equipment. It sounds like a connectivity problem though if your internet is dropping lately. I'd recommend setting up a ping check on your laptop (you can use EMCO or just the inbuilt command line tool on your laptop) - See if your internet (or network) drops out or if your latency (ping response time) fluctuates at the same time as you have Twitch issues on your PS5.
