I'm 90% sure that it is him. He's been known to have alt accounts on twitter before. This Keiko woman doesn't have that much proof of existing (search her picture on https://pimeyes.com/en to see for yourself). People on Tate-related discord servers have all thought of this too. I know you said you want a free platform, but if you are able to pay, two sources I would check are Planet, which sounds like it might be ideal for you except that it doesn't go very far back in time, and Apollo, which is a multi-source reseller with a good browse tool.
