I am looking for a way to catalog a huge collection of short clips I use to build my videos. I need to be able to find clips based on keywords in different categories. For example if I need a funny (mood) transition (function), etc. I was looking at pics.io which is an online cloud-based solution. Depends on the need...I have a quick LibreOffice HTML template in light or dark. I include metas for mobile use in the document properties. I also have a PHP controller that can easily modify these if I need it to be more dynamic. Otherwise I use https://picocss.com/ for some things.
