I'm not sure it covers all your features listed, but I use PhotoStructure [1] for the 'album' side of things. It's been mentioned a bit on HN, which is where I found it. I had a similar issue with photos/videos and ended up building a cli app to organize everything, it has worked for my use case relatively well, still, there are uncovered corner cases. I use Pix that comes stock with Linux Mint. It has a couple of different viewing modes, the one I think you want is file tree on the left and thumbnails on the main screen, you can drag and drop into folders. If you double click an image it goes to thumbnails on the left with the main part being the image. Source: about 1 year ago
