I would also recommend checking out PhotoPrism for a robust self hosted endpoint. One of the features that sets that project apart is its implementation of object and facial detection to help classify and sort or search your library. You can have calls redirected on Twilio to another number easily by using a "Twimlet" which is a pre-built "TwiML" (Twilio's XML markup) generator. https://www.twilio.com/labs/twimlets I use the "Forward" one for calls.
