  Surely a "local private wiki ... Not web based ... On a desktop application" is not really a "wiki" at all, but rather a "static site generator" with a built-in "search".   If you want something more specific for client proofing, Picflow is AWESOME for this. It allows clients to draw and comment on photos to more specifically show you want they want fixed.
