Most static site generators will work to create a blog. I use pelican [1], which serves my needs. You will likely need to edit your blogposts a little bit before putting them in the book. Surely a "local private wiki ... Not web based ... On a desktop application" is not really a "wiki" at all, but rather a "static site generator" with a built-in "search". You didn't mention about brand of the switches, but majority of vendors is covered with Oxidized: https://github.com/ytti/oxidized Just configure it with git backend, and you have version control and device backups.
