There is a paid app called Our Pact that we used when my kids were younger. We don't use that anymore but did until they hit about 15 or so. It's really good; works on both android and ios. A coffee shop I started going to has free wifi, but what is confounding is that once connected to their wifi I can only visit maybe 5-10% of sites I try connecting to. Works great with google.com, maps.google.com, tmz.com .
