I'm not sure on Westerly. I'd suggest finding an internet provider you like then use ooma.com for US Phone service. Should be about $7 per month once you buy the VOIP unit and hook it to your phones. You can port your existing number to them as well. Source: over 1 year ago
SIP and VoIP are different animals that share some things in common. If all you need is phone lines, VoIP has you covered whereas SIP can include video services (i.e. Video conferences) and text messaging. My new ISP recommended Ooma since it's a internet-only provider so I ordered a unit directly from ooma.com. Afterward, I found out that the provider would send me a unit for free, so I have been trying to get this one returned. Source: almost 2 years ago
