There are live ok.ru streams of TV Asahi and TV Tokyo that are up maybe 80% of the time. The other networks (TBS,Fuji,NTV) have nuked their live streams so many times that there are no real usable streams. It's really a dick move on the part of these networks - there are Japanese viewers whose local affiliates don't carry certain shows, and they rely on these streams as much as we do. The best starting points for this would be the iproute2 man page [1], superuser [2] and serverfault [3]. There are potentially also Linux namespaces to consider. Fundamentally, "dev" and "ops" require different skillsets. Dev experience does not translate to ops. An experienced "ops" might be able to rootcause an issue by pattern matching its markers to previous experience.
