    By googling around I found https://packetsender.com which is able to send-receive packets in various protocols - including UDP. It has desktop apps for Win, Mac and Linux (I used the Linux variant). In the desktop app, under the Tools menu, it has references to mobile apps for Android and iOS, but I had no luck locating them.
