I used NameExif https://us.digicamsoft.com/softnamexif.html first to rename all my files into created YYYY-MM-DD-HH-MM-SS-[event (optional)], then ran exifsort to move them all into YYYY-MM folders. Source: about 1 year ago
The Date Taken data should be preserved which is more important than the file date. You can sort your folders by Date Taken or what I do is use NameExif to rename my photos by date/time taken, which means they’ll always sort correctly and the info can never be accidentally lost. Otherwise you're maybe better off copying the files first and sanitising them before you create the tar.
