I built Mochi [0] from the ground up to be local first. The architecture is built around pouchdb for the local database which syncs to and from a remote couchdb database. It's been a challenge to implement and in hindsight I wonder if it was even worth it. Unfortunately neither of these technologies are very widely used any more (if they ever were). My company instituted Bonusly and honestly its been great to have a system similar to what you are talking about. A way to give people 5-10 credits of recognition publicly so that it can add up to a $10 gift card after 10-20 "gifts" so far has been a great way to encourage each other to be helpful.
