To achieve this, I have been using a tool called Milk Video, which has unfortunately been a nightmare. The interface is wonky, the workflow is strange, and it constantly fails to save changes to transcripts. Happyscribe.com is quite nice for that, with automated voice recognition and a WYSIWYG interface for subtitling (though I've never used it with Russian). Source: over 1 year ago

This is more of a question than an answer, but has anyone used an online audio transcription site to create an English transcription directly from a Spanish language audio podcast MP3 file? I was just looking into this this morning, and seems like there are some services out there that will do this, either for free for small files (10 min) or at what seems like a reasonable price.
