I don't know if this is quite what you're looking for or not, but there's a program I use called Memento Database (https://mementodatabase.com/) that would probably work great for that. You could make a database with an entry for each person, and a tags field where you could tag them with various attributes, and then you can search for any tag or combination of tags. You won't avoid interfacing with an API. Even if you don't want to use Stripe/PayPal, you'll need to wrestle with a banks own API or some kind of broker.
