I don't know what devil magic was used to accomplish this but Goldeneye32x managed to make a PC port of Rondo of Blood. And yes, it is fully functional, i played it. The link to the game is in the description of the video

Can't get Mesen (NES) Emulator to work with any NES games through Playnite. They work fine if I boot them manually in Mesen. Any ideas?
Try to remove the emulator in Configure emulators,and import it again, it could work. You can also try different emulators like Nestopia or FCEUX (the one I am personally using). Source: about 2 years ago
