If I'm not mistaken Owlcat is a part of the mail.ru company group, which is quite big, and you can't really go big in Russia without some consensus with authorities. It does not necessarily mean corruption, but it means you're seen and allowed to do business. No the ip and the port are both open. I get this error when I do a smtp.yandex.com connection but it doesn't appear when I do mail.yandex.com, yet when I do the latter it doesn't send emails. Why could that be? Source: about 2 years ago
