Folder is not a good way to organize albums, but that is the most intuitive way most people familiar with. The physical storage structure would be better decoupled with the album views, so that you can have same photo belongs to multiple albums but don't have to duplicate the files. The digital assets should be taken care by themselves, store locally, backup locally, that is the primary, and cloud backup is the tertiary backup, a good complementary.
