Personally if you’re on windows I like using localwp (localwp.com) from wheelfly / wpengine it lets you quickly spin up multiple sites, duplicate them, test mail, one click admin, etc. Its helped me prototype multiple websites over the last year faster than I ever did manually setting up Wordpress instances on vms or docker. I'm in the process of moving all my Wordpress sites over to getflywheel.com. The pricing is comparable to running my own server (which I also do) but I don't have to worry about uptime, backups, etc. I also like that every site I publish gets attached to their content network (think Akamai or similar) so that site outages are eliminated.
