  Our Livestream account ran over on bandwidth and while I was looking into ways to reduce usage, I tested downloading videos at different screen widths and noticed that when watching on livestream.com, the highest quality stream is always used, regardless of the window size. The workflow ive used the past is make one 4k comp and then send it thru https://madmapper.com or similar. If you HAVE to do it the way you describe check out render region of interest.
