    MS Keyboard Layout Creator can not assign those keys, but only characters and dead keys. AFAIK kbdedit.com will allow you to create such a custom Windows keyboard layout _with_ arrow keys. I currently use Autohotkey for that. You can have a look at my script and see how I assign the CapsLock key as a modifier key and in my case (Vim-like) hjkl-keys as arrow keys. The source is here:...     My CapsLock is an Esc right now. I use to use xcape program which would allow my caps lock to act as Esc when pressed alone, but in combination with another key it would act as Ctrl, which was very useful. That program no longer works on Wayland compositors but I have lost the habit of using the key as Ctrl anyway. Source: about 2 years ago
