MS Keyboard Layout Creator can not assign those keys, but only characters and dead keys. AFAIK kbdedit.com will allow you to create such a custom Windows keyboard layout _with_ arrow keys. I currently use Autohotkey for that. You can have a look at my script and see how I assign the CapsLock key as a modifier key and in my case (Vim-like) hjkl-keys as arrow keys. The source is here:... I guess I'll pass it forward with a recommendation of WizMouse, a tiny background application that lets you scroll windows you mouse over them without selecting them which is great for stuff like looking through a reference in a browser while typing into another application like when writing a paper, checking documentation while coding, etc. It's been around forever and I feel like a lot of people don't know of...
