No big VPN service use dynamic as they all use data centres. In fact most VPNs use the same data centre for example https://m247.com/ or https://datacamp.co.uk/ if you look at their plans and features you’ll notice dynamic IP isn’t a high interest or as much in demand compared to static IPs.
