KCC supports PDF but if it's too complex it won't work, according to the Wiki -- I would imagine if each page is an image it'll work just fine, but I can't guarantee the formatting. Just for fun, I converted one standalone image to PDF using this, then used KCC to convert to EPUB and it was able to import into Calibre with no issue. Source: over 2 years ago
