I'm not a fan of NsCDE, since it's missing a bunch of stuff in the original CDE. NsCDE is basically a glorified fvwm theme. The original CDE was open-sourced many years ago and is still being maintained. You can get it here: https://sourceforge.net/projects/cdesktopenv/. Source: over 1 year ago
Note that the original versions of CDE[1] and Motif[2] are released as FOSS these days and apparently receive a modest amount of maintenance, though I don’t know how hard it actually is to get them to build. There's also the original CDE, which was open-sourced in 2012. I have it on my Fedora system, and I prefer it to NsCDE. For one thing, the open-sourced CDE has the original dt* applications (e.g. dtfile, dtmail), plus Desktop KornShell (dtksh), which was one of the nicest things about CDE. Source: almost 2 years ago
