IMO the closest thing to what OP wants to build is HomeLabOS where it's a 'fully fledged platform' with most of the features you'd expect to build yourself from scratch. It's still nowhere near a Linux Distro you can just download that has an Install Wizard to guide you through creating everything that a self hosted network needs & should have though.
