The exclusive moves are almost exclusively a thing for pokemons that have three stage evolution. So if the first evolution costs 25 candies it is then the second one with a cost of 100 that either has some exclusive move that is avialable only if you evolve during some specific event - or it will quite likely get one, while those costing 50 candies most likely don't.
