You can create a shortcut to Google Docs that opens in it's own window, essentially creating an "app" for it. All you need for working offline is the extension which should be installed by default on Chrome browsers. Source: almost 2 years ago

From Chrome, remove the extension mentioned above https://chrome.google.com/webstore/detail/google-docs-offline/ghbmnnjooekpmoecnnnilnnbdlolhkhi and install it again (I'd say updated it but I couldn't find a way to do this). Lets roll back 20 years to 2002. We looked after PC's running 2000 and XP. A couple of servers, Exchange 5.5/2000, maybe venturing onto a server for File storage and a few app servers. Nothing really broke all that often (even though back then we thought it did).
