    I live in England as a guardian, and the agency collects the License Fee (aka rent) + Service charge through this "payment institution" called GoCardless. Https://gocardless.com/ I don't know which other services they provide, but basically what they require for me is to set up a pseudo Direct-Debit with them in which you give out your card details.
