TT Commons is made by TypeType (https://typetype.org/), and you can buy it via one of the font marketplaces they sell at like Fontspring or MyFonts. You can also buy it directly from TypeType – they don't have an online shop on their website so you have to email them for a quote, which it sounds like you've already tried. Source: over 2 years ago
