  Download and install the File Converter, right-click on an image file such as jpg, png, etc. And hover over "File Converter" which should be above "Open with," go to "Configure presets," go to webp, set the quality to something reasonable like 90 (you can even go lower), save.   Dolby Vision supplements the HDR data already present in a video. For example, when you buy a Blu-ray disc that supports Dolby Vision, the disc contains several m2ts files containing HEVC encoded videos. Present within the HEVC stream is also the metadata, which supplies metadata for each frame.
