Fast Video Cataloger is a cheap prosumer cross-platform app that does exactly what you are looking for, but It's not exactly designed specifically for professional videography, so it probably doesn't handle raw formats for example. Now, the best thing I found that fits those is EMDB. The whole db is kept in one folder and the interface is made for a desktop. The problem is the bugs or "inconveniences" that are introduced with new versions. Aside from a big issue in detecting files that has been there forever.
